God predestines. God has an eternal, unchangeable plan. But how specific is it? Is it just a general plan to do good? Or does it get right down to the activities of individuals?

Let's see what the Bible says:

Then Ar'i-och brought in Daniel before the king in haste, and said thus to him: "I have found among the exiles from Judah a man who can make known to the king the interpretation." The king said to Daniel, whose name was Belteshaz'zar, "Are you able to make known to me the dream that I have seen and its interpretation?" Daniel answered the king, "No wise men, enchanters, magicians, or astrologers can show to the king the mystery which the king has asked, but there is a God in heaven who reveals mysteries, and he has made known to King Nebuchadnez'zar what will be in the latter days. Your dream and the visions of your head as you lay in bed are these: To you, O king, as you lay in bed came thoughts of what would be hereafter, and he who reveals mysteries made known to you what is to be. But as for me, not because of any wisdom that I have more than all the living has this mystery been revealed to me, but in order that the interpretation may be made known to the king, and that you may know the thoughts of your mind.

Daniel 2:25-30

Now Jesus, going up to Jerusalem, took the twelve disciples aside on the road and said to them, "Behold, we are going up to Jerusalem, and the Son of Man will be betrayed to the chief priests and to the scribes; and they will condemn Him to death, and deliver Him to the Gentiles to mock and to scourge and to crucify. And the third day He will rise again."

Matthew 20:17-19

Therefore many of His disciples, when they heard this, said, "This is a hard saying; who can understand it?" When Jesus knew in Himself that His disciples complained about this, He said to them, "Does this offend you? What then if you should see the Son of Man ascend where He was before? It is the Spirit who gives life; the flesh profits nothing. The words that I speak to you are spirit, and they are life. But there are some of you who do not believe." For Jesus knew from the beginning who they were who did not believe, and who would betray Him. And He said, "Therefore I have said to you that no one can come to Me unless it has been granted to him by My Father."

John 6:64

These verses state specifically God's plan involving individuals. But what about all those prophecies? Don't they speak to God's specific plan?

But you, O Bethlehem Eph'rathah,
who are little to be among the clans of Judah,
from you shall come forth for me
one who is to be ruler in Israel,
whose origin is from of old,
from ancient days.

Micah 5:2

So they said to him, "In Bethlehem of Judea, for thus it is written by the prophet:

"But you, Bethlehem, in the land of Judah,
Are not the least among the rulers of Judah;
For out of you shall come a Ruler
Who will shepherd My people Israel."'

Matthew 2:5, 6

And it came to pass in those days that a decree went out from Caesar Augustus that all the world should be registered. This census first took place while Quirinius was governing Syria. So all went to be registered, everyone to his own city. Joseph also went up from Galilee, out of the city of Nazareth, into Judea, to the city of David, which is called Bethlehem, because he was of the house and lineage of David, to be registered with Mary, his betrothed wife, who was with child. So it was, that while they were there, the days were completed for her to be delivered. And she brought forth her firstborn Son, and wrapped Him in swaddling cloths, and laid Him in a manger, because there was no room for them in the inn.

Luke 2:1-7

Then I said to them, "If it seems right to you, give me my wages; but if not, keep them." And they weighed out as my wages thirty shekels of silver. Then the LORD said to me, "Cast it into the treasury" --the lordly price at which I was paid off by them. So I took the thirty shekels of silver and cast them into the treasury in the house of the LORD.

Zechariah 11:12, 13

Then was fulfilled what was spoken by Jeremiah the prophet, saying, "And they took the thirty pieces of silver, the value of Him who was priced, whom they of the children of Israel priced, and gave them for the potter's field, as the LORD directed me."

Matthew 27:9, 10

they divide my garments among them,
and for my raiment they cast lots.
Psalm 22:18

Then the soldiers, when they had crucified Jesus, took His garments and made four parts, to each soldier a part, and also the tunic. Now the tunic was without seam, woven from the top in one piece. They said therefore among themselves, "Let us not tear it, but cast lots for it, whose it shall be," that the Scripture might be fulfilled which says:

"They divided My garments among them,
And for My clothing they cast lots."

Therefore the soldiers did these things.

John 19:23-24

They gave me poison for food,
and for my thirst they gave me vinegar to drink.
Psalm 69:21

After this, Jesus, seeing that all things were now accomplished, that the Scripture might be fulfilled, said, "I thirst!" Now a vessel full of sour wine was sitting there; and they filled a sponge with sour wine, put it on hyssop, and put it to His mouth. So when Jesus had received the sour wine, He said, "It is finished!" And bowing His head, He gave up His spirit.

John 19:28-30

And I will pour out on the house of David and the inhabitants of Jerusalem a spirit of compassion and supplication, so that, when they look on him whom they have pierced, they shall mourn for him, as one mourns for an only child, and weep bitterly over him, as one weeps over a first-born.

Zechariah 12:10

Many are the afflictions of the righteous;
but the LORD delivers him out of them all.
He keeps all his bones;
not one of them is broken.
Psalm 34:19, 20

Therefore, because it was the Preparation Day, that the bodies should not remain on the cross on the Sabbath (for that Sabbath was a high day), the Jews asked Pilate that their legs might be broken, and that they might be taken away. Then the soldiers came and broke the legs of the first and of the other who was crucified with Him. But when they came to Jesus and saw that He was already dead, they did not break His legs. But one of the soldiers pierced His side with a spear, and immediately blood and water came out. And he who has seen has testified, and his testimony is true; and he knows that he is telling the truth, so that you may believe. For these things were done that the Scripture should be fulfilled, "Not one of His bones shall be broken." And again another Scripture says, "They shall look on Him whom they pierced."

John 19:31-37

Don't miss that each of these details were planned, but to be fulfilled required the activity of individuals to be under that plan as well. Jesus would be born in Bethlehem, but Caesar Augustus had to decree the registration to bring Joseph and Mary there. The priests had to give Judas thirty pieces of silver. Judas had to throw the thirty pieces back at them. The soldiers had to cast lots over Jesus' tunic. They had to give Jesus vinegar (sour wine) to drink. They had to pierce Jesus and not break his bones. The very actions of the individuals were according to God's plan.
